How to become a clinical supervisor

To become a clinical supervisor, first establish that your license, experience, training, and proposed supervision arrangement meet the rules for the person you intend to supervise. Then prepare to teach, observe, evaluate, and take responsibility for the clinical work within that arrangement. Completing a course is one part of the path, not the entire qualification.

The rules depend on both professions involved, the state, the trainee’s status, and the setting. An employer’s supervisor title does not establish board recognition. A national credential may satisfy a particular training route without replacing a state’s application or registration process.

This guide covers counselors, clinical social workers, marriage and family therapists, and psychologists in California, Texas, Florida, and New York. Official sources were checked on September 12, 2026. Where current operative detail could not be retrieved, a marker identifies the specific verification gap. Clinical examples are fictional.

What is the first step toward becoming a clinical supervisor?

Identify exactly whom you want to supervise and what the supervision will count toward. “Therapist supervision” is too broad. Specify the trainee’s license or permit, the credential they are pursuing, their practice setting, and whether the purpose is initial licensure, a diagnostic privilege, remediation, or professional development.

Create a short eligibility file containing your license verification, relevant experience, training evidence, board forms, and the rule relied on. Use the current form for the current arrangement. A form retained from your own training may no longer describe the applicable process.

Separate three questions: Are you legally qualified? Are you clinically competent in the work being supervised? Can you provide the time, access, and evaluation the arrangement needs? A yes to one does not answer the others.

The APA’s supervision guidelines treat supervision as a distinct professional competence requiring dedicated preparation. They are aspirational guidance, not enforceable law or a replacement for state rules. See the current APA supervision guidelines.

How do the pathways differ by license type?

Counseling, social work, MFT, and psychology use different supervisory systems. Start with the rules governing the supervisee’s credential, then determine which professionals may serve as supervisors and under what conditions.

Profession being supervisedKey distinction to resolve
Professional counselingIndependent practice authority does not necessarily include an approved supervisor designation.
Clinical social workSupervision toward clinical licensure must meet clinical supervisor and setting requirements; administrative supervision is a different role.
Marriage and family therapyVerify profession-specific training routes and the supervisor’s competence in systemic work.
PsychologyIdentify the training stage and setting, including practicum, internship, postdoctoral experience, or psychological associate practice.

These are planning distinctions. The state sections provide the actual pathways reviewed here. Do not transfer a required number of years or training hours from one row to another.

Cross-profession supervision needs special attention. A state may allow a psychologist to supervise a counseling applicant while requiring additional qualifications. Another pathway may require some hours under a supervisor from the applicant’s own profession. Verify the complete arrangement before promising that all hours will count.

What are California’s supervisor requirements?

California’s Board of Behavioral Sciences provides a shared qualification framework for supervising ASWs, AMFTs and MFT trainees, and APCCs. The Board of Psychology has a separate system. Use the BBS supervisor resources and qualification summary for the relevant role.

LCSW, LMFT, and LPCC supervisors under BBS

The BBS qualification framework requires a current qualifying California license in good standing, qualifying active licensure for at least two of the preceding five years, and qualifying psychotherapy, specified psychological counseling, or direct clinical supervision experience for at least two of those five years. The Supervisor Self-Assessment Report separates these requirements. Time holding a license should not be confused with recent relevant practice.

New supervisors generally complete 15 hours of supervision training, no later than 60 days after first commencing supervision, and ongoing supervisors generally complete six hours of supervision CPD during each renewal period. Returning supervisors who have not supervised for the preceding two years have a separate six-hour training requirement within 60 days of resuming. Specific professional and recognized-credential exemptions appear in the governing rules. BBS statutes and regulations.

The BBS does not issue a separate supervisor license. It requires a one-time Supervisor Self-Assessment Report within 60 days of first commencing supervision in California. Use the appropriate supervision agreement for each relationship as well. Submitting the self-assessment does not replace that agreement or establish that every proposed supervisee is eligible. BBS supervisor qualification and filing resources.

The practical path for a California LCSW, LMFT, or LPCC is to verify those baseline qualifications, check the rules for the specific supervisee, complete qualifying preparation, and establish the required records. Do not advertise unrestricted cross-profession supervision based only on the shared baseline.

Psychologists supervising psychology trainees or associates

California psychology supervision follows Board of Psychology requirements rather than the BBS 15-hour route. The Board’s associate FAQ confirms six hours of supervision coursework every two years and explains supervisor and service-location notifications. A supervision agreement and plan must be completed before the supervised professional experience to which it applies. Board of Psychology associate FAQ.

Section 1387.1 requires a valid, active psychologist license free of formal disciplinary action and education, training, and experience in the practice areas supervised. It does not add a fixed minimum number of post-license years. See the current regulatory reproduction. Do not import the BBS two-of-five-year rule into psychology supervision.

For psychological associates, the Board also requires its approval before services begin under a new primary supervisor. The supervisor must work in the same setting and be available throughout the associate’s professional services. These are arrangement requirements, not a separate supervisor certificate. Confirm the approved registration and supervision plan before assigning cases. Current Board associate guidance.

For renewal education, consult California social workers CE requirements, California counselors CE requirements, California marriage and family therapists CE requirements, or California psychologists CE requirements. Renewal CE and authority to supervise remain distinct questions.

What are Texas’s supervisor requirements?

Texas uses profession-specific rules through the Behavioral Health Executive Council. BHEC’s rulebooks are useful official compilations, but its statutes and rules page warns that the current Secretary of State rule text controls if there is a conflict.

LPC supervisor status

An LPC applicant for supervisor status must have held the license in good standing for at least 60 months, apply, pay the applicable fee, and document an acceptable supervision-training route. The routes include a qualifying doctoral-level supervision course taken for credit or a 40-clock-hour supervision course. See section 681.72(d) in the official LPC rulebook.

The current LPC supervisor application page states that qualifying out-of-state licensure may be considered with supporting documentation. It also states that the supervision course does not have an expiration date. Do not repeat an older course-age limit without checking the current rule.

Obtain LPC-S status and complete the required supervisory agreement before the work begins. The board page describes a minimum of four supervision hours each month and required closing documentation. Plan for those duties when deciding how many associates you can supervise.

LCSW supervisor status

Under section 781.404, applicants for social work supervisor recognition need active licensure in good standing, two years of practice in the license category, a qualifying 40-hour supervisor training program, and an application with the fee. Equivalent practice in another jurisdiction may count toward the experience period. Official social work rulebook.

For supervision toward the LCSW, the relevant supervisor is an LCSW with supervisor recognition. Do not confuse recognition at another social work level with permission to supervise clinical licensure. The LMSW-to-LCSW pathway identifies the LCSW supervisor and verification requirements.

LMFT supervisor status

Section 801.143 requires an LMFT in good standing to apply, pay the fee, and document at least 3,000 hours of LMFT practice over at least three years. The training alternatives are a qualifying three-semester-hour graduate supervision course, a 40-hour clinical supervision CE course, or an AAMFT-approved Fundamentals of Supervision course. Official MFT rulebook.

A national designation and a state supervisor status are not interchangeable labels. Document which training route you satisfy and obtain the state status before presenting yourself as qualified for the proposed licensure supervision.

Psychology supervision

Texas psychology supervision is governed by sections 465.2 and the applicable licensing provisions, including 463.11. The rules require legal authority, competence in the services supervised, adequate oversight, written supervision records, and appropriate evaluation. They distinguish trainees, provisional psychologists, psychological associates, and school psychology arrangements. Official psychology rulebook.

For experience toward psychologist licensure, section 463.11(c) requires a psychologist licensed when supervision occurs and trained in the area supervised. That qualification paragraph does not specify a fixed initial supervision course or additional post-license waiting period. The applicable provisions use supervision records and experience verification, rather than an LPC-S designation. Public-school psychology has separate requirements, including a three-year unsupervised school-experience rule for the relevant supervisor role. Check the training stage and setting before agreeing that hours qualify.

Use Texas counselors CE requirements, Texas social workers CE requirements, Texas marriage and family therapists CE requirements, and Texas psychologists CE requirements for related renewal planning.

What are Florida’s supervisor requirements?

Florida’s Chapter 491 professions use a Qualified Supervisor process. The experience threshold differs for clinical social work and for counseling or MFT. The Board’s Qualified Supervisor page provides the application, profession-specific pathways, and cross-profession conditions.

Supervision categoryExperience described by the boardQualification process
Clinical social work internsFour years of clinical social work experience; up to two years may come from a post-master’s clinical internship, with the remaining two after licensure.Qualifying post-licensure supervision preparation and board designation.
Marriage and family therapy internsFive years of clinical experience; up to two internship years, with the remaining three after licensure.Qualifying post-licensure course route or applicable AAMFT designation and board designation.
Mental health counseling internsFive years of clinical experience; up to two internship years, with the remaining three after licensure.Qualifying post-licensure training or recognized credential route and board designation.

These are the board’s same-profession pathways. Cross-profession applicants face additional coursework requirements. Psychologists seeking to supervise mental health counseling interns have a distinct route involving three years providing psychotherapy with at least 750 direct-contact hours per year; that provision should not be presented as the rule for supervising psychology residents. Florida Qualified Supervisor pathways.

The CE route requires 12 clock hours of live didactic and interactive instruction through a board-approved provider, with attendance monitoring and real-time instructor interaction. Qualified supervisors also complete four hours of supervision CE every third biennium. The official rule record identifies the October 14, 2020 adoption; the current rule reproduction supplies its complete text. Check a course against both the delivery conditions and required supervision content before enrolling.

Submit the required qualification evidence to the board and confirm the designation and intern-specific arrangements before supervision starts. The administrative rules for Qualified Supervisor duties have changed, including an amendment effective July 6, 2026. Use the current rule history and incorporated forms, not a saved form from an older workshop.

Psychologists supervising psychology residents

Florida psychology residents follow rule 64B19-11.005 and the Board of Psychology’s verification process. The board requires the qualifying postdoctoral supervision to be documented by the supervisor. Psychologist licensing requirements, supervisor verification form.

Rule 64B19-11.005 recognizes a Florida psychologist in good standing and specified out-of-state or interjurisdictional arrangements. Its supervisor definition does not impose the Chapter 491 12-hour course, Qualified Supervisor designation, or an additional fixed number of post-license years. The supervisor enters an agreement and certifies fulfillment of supervisory duties through the psychology licensing process.

Remote arrangements have additional conditions. An eligible registered out-of-state telehealth or compact psychologist supervising a resident in Florida must have an additional Florida-licensed psychologist immediately accessible for emergencies. Location, on-premises practice, and supervision-frequency conditions also apply. See the current rule reproduction and official adoption history, which identifies the October 31, 2024 amendment. The rule’s reference to an E.Passport should be read with the separate compact requirements for actual authority to practice.

What are New York’s supervisor requirements?

New York focuses on the qualified supervisor, authorized setting, appropriate permit or license, and verification of experience. Do not assume a commercial supervisor certificate creates a new NYSED license category.

Clinical social work

NYSED accepts specified supervision by an LCSW, a psychologist qualified in psychotherapy, or a psychiatrist meeting the listed standards. The supervisor must be connected to the employer as required; an LMSW cannot simply hire an outside supervisor to make an otherwise unauthorized practice lawful. NYSED provides an optional Form 6 supervision-plan review and requires experience verification. LCSW requirements.

The three-year post-MSW clinical experience requirement should not be rewritten as three additional years after obtaining a New York LCSW. NYSED’s Form 4Q addresses qualification review, including the clinical experience of a proposed social work supervisor. The reviewed pathway does not specify a separate initial supervision-course-hour requirement.

Mental health counseling and marriage and family therapy

For base licensure experience, sections 79-9.3 and 79-10.3 list qualifying licensed and registered professions and require appropriate oversight in an authorized setting. The permit identifies the accepted supervisor and setting. The current rules allow qualifying secure video supervision. See counseling regulations and MFT regulations.

Those operative qualification paragraphs do not state a separate initial supervisor course-hour minimum or a universal post-license waiting period. However, NYSED’s general practice guideline on supervision mentions three years of experience. The relationship between that general guidance and the retrieved profession-specific qualification text remains unresolved; obtain NYSED clarification for a proposed supervisor whose experience may be in question.

Diagnostic-privilege supervision is a separate pathway. A counseling or MFT supervisor using their own profession’s credential for that work must hold the corresponding diagnostic privilege; specified LCSWs, psychologists, and psychiatrists are also recognized. Check sections 79-9.6 and 79-10.6 rather than assuming base-license supervision qualifies for every purpose.

Psychology

Section 72.2 requires supervision by a qualified psychologist connected to the setting as owner, employee, or consultant. In New York, the supervisor must be licensed and registered or have qualifications accepted by the Department under the stated standard. The rule specifies supervision frequency and permits qualifying secure video. It does not state an additional universal supervisor-course requirement or fixed post-license waiting period. NYSED psychology regulations.

Review the applicable permit and verification forms with the trainee. Do not mistake the applicant’s required years of supervised experience for a separate minimum number of years the supervisor must have practiced.

See New York social workers CE requirements, New York counselors CE requirements, New York marriage and family therapists CE requirements, and New York psychologists CE requirements for renewal education.

What makes supervision clinically useful?

Useful supervision gives the supervisor enough information to evaluate the work and gives the supervisee specific help improving it. A friendly case discussion can contribute, but it should not be the only evidence of competence.

Use observable tasks. Ask the supervisee to explain a formulation, demonstrate an intervention, present a difficult consent conversation, or review a clinical record. Where appropriate and lawfully arranged, direct observation or recordings can supply information that a retrospective account misses.

Feedback should describe the behavior and its effect. “Be more confident” is hard to use. “State the assessment question before selecting the measure, then explain how the result changes your formulation” gives the trainee something to practice.

The APA guidelines emphasize competence, multicultural orientation, relationships, teaching, evaluation of professional competence, and ethical responsibilities. APA supervision framework. The examples here are practical suggestions rather than required teaching methods for every license.

Make uncertainty discussable. A trainee should know how to bring an error, near miss, or concern before it becomes a polished case presentation. Pair that openness with clear evaluation standards. Support and honest assessment belong together.

What belongs in a supervision agreement?

Describe the roles, scope, schedule, methods, fees where applicable, availability, records, evaluation criteria, emergency consultation, and process for changing or ending the arrangement. Identify who has authority to make clinical decisions and how disagreements will be handled.

Clarify the relationship with the employer. If you are an external supervisor, establish lawful access to relevant clinical information and the ability to address unsafe practice. Do not sign an agreement that assigns responsibility while denying the access needed to exercise it.

Explain what the supervisee may expect to remain private and what may need to be shared with the employer, training program, board, or other authorized party. Avoid promising confidentiality that the evaluative role cannot support.

An agreement should also address absence and transition. Who provides consultation when you are unavailable? How will experience be verified if the employment ends? What happens to supervision records if the practice closes? Resolve these questions before they become urgent.

What liability issues should a new supervisor understand?

Supervisors take on responsibilities for oversight, delegation, evaluation, and the accuracy of their attestations. The precise legal exposure depends on jurisdiction, role, facts, contracts, and coverage. No general statement that a supervisor “takes all the liability” accurately resolves every arrangement.

The APA Ethics Code’s delegation provisions require attention to competence and oversight. State rules may impose more specific duties, as the examples above show. A supervisee’s own professional responsibilities do not disappear because a supervisor is involved.

Before accepting the role, ask your insurer how supervision is covered, including external supervision and any remote arrangements. Review contractual duties with appropriate advice. Do not assume the employer’s policy covers every role you undertake.

If competence concerns emerge, describe the observed problem, necessary changes, support, evaluation method, and review date. Restrict unsafe work when necessary. A remediation plan should be understandable enough that the trainee knows what must improve and how that improvement will be assessed.

Do not certify hours or competence you cannot substantiate. Keep accurate records and address missing information promptly. The documentation guide and boundaries guide address related responsibilities.

How should a clinician prepare for the first supervisee?

Complete the legal qualification check, resolve any marked uncertainty, and build the practical system before accepting responsibility. Start with work within your competence and a caseload you can oversee adequately.

Arrange your own supervision consultation or mentoring. Review a fictional difficult case, a performance concern, and an emergency-contact scenario before the first meeting. Test whether you can access the required records and explain the evaluation process clearly.

For remote or cross-state supervision, check the supervisor credential, trainee authority, setting, and jurisdiction separately. A treatment privilege does not automatically authorize licensure supervision. See the compact and cross-state telehealth guide.

Treat the first months as a period for reviewing the system as well as the trainee. If the schedule leaves no time for feedback or the employer cannot provide necessary information, change the arrangement. Eligibility is the starting point; responsible supervision requires an arrangement that works in practice.

Where can clinicians continue learning about supervision?

See Supervisor Ethics and Effective Supervision and Ethics and Professional Boundaries. Approvals are in progress. These courses should not be represented as currently board-approved supervisor training or as satisfying an initial designation requirement. Check the specific state pathway and explore the free hour, including its current credit eligibility.
